In 2017, Waltham Forest Council established a Life Chances Commission to make recommendations on how they could continue to improve the life chances of young residents in an environment where local authorities experience increasing funding pressures. The Commission consulted with over 2,500 young people across the borough through the ‘Big Youth Conversation’, local residents, businesses and educational institutions, and considered evidence from across London and beyond. The Commission set out 30 recommendations resulting in the council setting out various initiatives, including the Opportunity Bank, an online hub for housing and social services, a new apprenticeship strategy, the Waltham Forest Pupil Premium Standard and an Advanced Life Skills programme.
